Can You Be Denied Medicare Advantage Coverage?

Can a Medicare Advantage plan turn you down?

Usually, no. A Medicare Advantage plan cannot reject you because you have diabetes, cancer, heart disease, kidney failure, or another pre-existing health condition.

That does not mean every enrollment request has to be accepted. You still have to meet Medicare’s eligibility rules, live in the plan’s service area, and enroll during a period when you are allowed to join.

This distinction matters. Your health is generally not the problem. Timing, location, Medicare status, or an incomplete application often is.

The basic requirements to join

To enroll in a Medicare Advantage plan, you generally need:

People with End-Stage Renal Disease can enroll in Medicare Advantage plans. That old exclusion no longer applies.

Some plans are designed for a specific group. A Special Needs Plan may require you to have a qualifying chronic condition, live in an institution, or have both Medicare and Medicaid. If you do not meet that plan’s special eligibility rules, the plan can deny that particular enrollment even though another Medicare Advantage plan may be available to you.

Why an enrollment request may be denied

Here are the situations I would check first:

  1. You do not have both Part A and Part B. Medicare Advantage replaces how

you receive those benefits, so both parts generally need to be active.

  1. You are outside an enrollment period. Medicare limits when most people

can join or change plans. A move, loss of coverage, Medicaid eligibility, or another event may create a Special Enrollment Period.

  1. Your permanent residence is outside the service area. Plan availability

is based on your home address, not the location of your doctor or a second home you visit occasionally.

  1. **The application is incomplete or the information does not match Medicare’s

records.** A wrong Medicare number or coverage date can stop an enrollment from processing.

  1. You chose a Special Needs Plan but do not meet its added requirements.

Enrollment denial is not the same as a claim denial

People often ask this question after hearing that Medicare Advantage plans can deny coverage. That phrase can mean two different things.

A plan generally cannot deny your enrollment because of your medical history. After you are enrolled, however, the plan may deny payment for a service if it believes the service is not covered, is not medically necessary, or did not meet a prior authorization rule. You have appeal rights when that happens.

So the short answer is this: health conditions generally cannot keep you out of a Medicare Advantage plan, but plan eligibility, enrollment timing, and service approval rules still matter.

What to do if your enrollment was rejected

Do not submit the same application again without first finding the reason. Ask for the denial notice, confirm your Part A and Part B dates, check your address, and identify the enrollment period being used. A small correction may solve the problem. In other cases, a different plan or a different effective date may be needed.
